Google BETA with SSL on my IE Browser.

When I was browsing google using IE browsers earlier, it appear a new display on the Google page with SSL. Refer to the picture below. But when I try to surf Google.Com using other browsers like Google Chrome and Mozilla Firefox, as such display does not appear just as well.

What is the Google SSL actually?
